Some firearms can't be Inherited

A shop can make it compliant. You(your brother) can get a fixed stock for it. Remove the flash hider and put a brake/comp on the end and have it welded on permanently. Look at YouTube videos. You can do 90% of the work with tools you have in your garage.  ARs are Legos for adults.

Serious question why than can we not have a semi auto shotgun with pistol grip?  Or is that destructive device?

Because of the statutory language in 2C:39-1.(3) that specifically bans it.

(3) A semi-automatic shotgun with either a magazine capacity exceeding six rounds, a pistol grip, or a folding stock

I don't have a pistol grip or folding stock on a semi auto shotgun but read a thumbhole stock is/was considered a pistol grip 🤮🤮

NJ residents couldn't buy a Turkey hunting 11-87 shotgun with a thumbhole/Shurshot grip.

But the same stock on an 870 ( slide action) is 100% legal

My response was not directed at you or what firearms you may or may not have. It was a response to a question I was asked about pistol grips on semi-auto shotguns by someone else.

Except you cant take possession to actually do the work.    You're in possession of an illegal gun while welding/pinning etc.
