i think its a waste of fish  but shouldn't the captain have some responsibility ?  stopping the sale of hook and line fish may help control this kind of problem....

I think the capt should loose his license for letting this go on on his boat. I have seen this type of thing first hand here in NJ. I have seen probably thousands of illeagal sea bass taken. I think fines should be so steep that people suffer.

Gota surveil all sides of the vessel upon boarding....dump n run...oldest trick in the book. Only saving grace is knowing that those scumbags wasted a day of fishin, boat fare, n their coolers!!!
