I read fast but struggle to find what crime he actually committed, and how he did it?  "Fraud" was all I saw.   But how?

I mean I would love to tar and feather the guy but first want to understand what he did wrong....

 

I also learned that the IRS can pose as Russian Gangsters...        That is one powerful government agency.

From what I got from the article, he passed off one species of fish (cod) as another to avoid maxing out on his limits. Some 700,000 pounds worth.
