Everything else is outfitting. Not sure how the legal system would see it. Is there a NJ guide license for hunting? I do know that there is not one for what I do, freshwater fly fishing. We just carry liability insurance which isn't legally required. Basically, anyone can hang out their shingle in NJ and be a fishing guide. I met a couple out of state hunters last year that paid 2-3k for a shot at a world class bear. Too bad "my" hunters killed those bears!
