Collar on this dog?

Who else thinks this looks like a collar on this coyote? Why is the state tracking these animals? We need a open season on coyotes. and a trapping season for bobcats. I use to have hundreds of turkeys during the winter and now I haven't seen one here in months.

Either that or he was able to get out snare and he has a wound. I think its a wound.

This looks like a symmetrical thick band like a leather collar they would use for GPS tracking collar. Still not sure.   I will see if I can get a "closer" pic.
