Looks like mag or bottle darter, heavy bucktail or metal(I like metal better in fall generally), bottle plug or a little trick many guys don't know about...the old salts do...

 

2-4 ounce sinker under a teaser only. Especially when the big bait starts getting replaced by the little guys. Not much drag produced from this by the heavy surf and current but that same rough water provides the action for the teaser
