Yes, they can enforce any state laws, not just the taking of fish and game.  And they are on the water with anglers and other boaters, so they are perfect LEOs to use to enforce and get word out.  Life vests are mandated certain times of the year and now isn't in that time frame as well as during a certain flow rate, and I don't know what the cfs needs to be nor at which gauge(s).

No, those coordinates are the wrong location.

N41° 25.889' W74° 47.892'

That's the correct location.  It's right in front of Barnes Road on your map.

Found a put-in spot with a reasonable launch at these coordinates this AM:

N41° 26.591' W74° 48.887'

There was a sign here, overgrown, with a phone number.  It used to be a private launch and you could buy permits for it.  I will give them a call next week to see if I can park there.  It's about a mile upstream from the Staircase launch.
