I am an advocate of the broken windows philosophy.  People who break the law tend to break the law.  Catch and fine people, the fringe violators or future violators will have something to consider in terms of deterrent.   

This has no bearing on the south border of the US, which imo is a travesty and an excellent example of political corruption.
