They want anglers to catch up to their legal limits and kill them for the table. It is far, far different than managing a wild trout population which our Division is actually fairly good at and getting better. We had an old saying on the long defunct NJ Trout which was: "Stocked trout are just like Doritos, they'll make more." Haskell_Hunter has it correct, we are in the midst of what is now a 5 year dry spell and what we need to come out of that is slow, steady rains and/or significant snows melting slowly to replenish our aquifers. If you are a man-made global warming person, then the models where the East gets significantly more rains than previously aren't working. We haven't had a rainy year since Hurricane Irene was quickly followed by Tropical Storm Lee.
