What is seems is the state doesn't want to expand their patrols so close it. We all know closing would only restrict trucks, Atvs go almost anywhere.

 

Good solution, make a public park for wheeling, anyone outside that area... Loose license.

 

PA does a good job. Some roads closed except during hunting season.
