How nice, just in time for AFTER the desperately needed bear hunt while MOST OF THEM ARE HIBERNATING !!!

 True... But they knew most of the bears would be hibernating when they adopted the "5 year plan".. Don't know exactly what they thought they would accomplish but it seems to me the hunt was designed to fail.. Exactly why they want it to fail for such a long time is beyond me.. Perhaps they wanted the bear population to continue increasing OR more probably they wanted to be able to justify ( to the Anti's )  a hunt with a broader scope in the future..
