Yes it is public, but I used a different link and now it seems to work

They have a Share thing under the video and I usually use that link versus the link in the browser.  To see if it works properly, click on More Reply Options at the bottom of your post and then preview your post.  The video link, if done properly, will show up as a video in the previewed post.
