Is the .17 HMR legal to use during the permit coyote season in the day?

Yes daytime with $2 permit for special season and rifle permit you can use rimfire up to .22 caliber with max 50gr hollow or soft point.  Center-fire up to .25 caliber with max 80gr hollow or soft point

Would a 257 Roberts be considered legal?  I’m thinking not I think it has to be less than 80 grains bullet correct?

Although it may be legal, it's just a little too much gun for fox. A smaller round like a .223 may be a better option.
