Fishing in Private Pond from public road

If a pond is privately owned by at least two property owners, but there is a public road that borders one part of the pond, can a member of the public legally fish that pond when standing on the roadway or just off of it, i.e. rock border?  The property is located in Lakewood, NJ

I was thinking the same as others. How BIG exactly are the fish in this lake that you are willing to go through the hassle of having to look over your shoulder after every cast :) 

So many other waterholes to fish without worrying about this kind of thing.
