Spring loaded, press the latch and it looks like it would set off a 20 ga shell - which happens to fit in the notch (not that I think setting one off would be a very good idea)

A shotgun round set off with that thing would more than likely kill the person setting it off.

So looking at it closer it held something, probably a rubber/plastic ball that would be sent flying when the latch was released.

It pivoted on the lug in front, the smaller lug on the side was probably a stop of some kind
