I have an idea but  can anyone Id this guy.

Ribbon Snake would be more plain, blackish overall with yellow lines. Garters like this one are lighter and have the contrasting black spots, along with the yellow stripes.

Followed the sound of squeaking in a grassland once, where a 20" Ribbon Snake raided a Meadow Vole nest and swallowed one of the little ones.

That's big prey for a ribbon. Insects are more often there diet, much the same for the Sparta Mtn moccasin.
