That's a very good question!  So basically if you leave out of NJ, ride to the Bahamas and catch a monster marlin, then bring it back to NJ...is that a state record marlin?

Same goes for shorts. If you leave from NJ you follow NJ regs. Even though you fish besides all the NY boats throwing the same fish back.
