What is wrong with these deer?

As title says. I have pics of these two deer and they do not very good. All the other deer appear normal.

No other deer at that site looks like that. All are smooth. I thought so at first with what you said  but not convinced but also had no other explanation.

I have deer in same spot in full summer coat and others in full winter coat
