I wanted to steelhead fish this winter, but read that NY requires a covid test 3 days before  you leave from another state. Then upon arrival you have to quarantine in NY for 3 days followed by another covid test. Does this apply to residents of NJ also?

You realize that there are zero ways in which states can enforce this, correct?  So far, the Governors of NJ, NY and CT have agreed to treat those three states as once since so many of us cross those state lines daily for work.  While I don't know the NY answer to your question, based on the above agreement between the three states, I would say NJ is exempt.  If it helps, most of my fishing buddies have been back and forth steelheading several times already including one day up-and-back trips as well as overnight.

This is what I saw on the internet. "For travelers who were out-of-state for more than 24 hours: Travelers must obtain a test within three days of departure, prior to arrival in New York. The traveler must, upon arrival in New York, quarantine for three days. On day 4 of their quarantine, the traveler must obtain another COVID test."

Someone said the tri state area isn't included. If that is true I missed a lot fishing up there for nothing.

Bucksnbows I was going to make that trip to Shannon's today, but got tied up helping my son. Next week will be the Pequest and Musky.

I don't know if it's true or false, but I've been going back and forth to hunt in NYS often since October.

I'm thinking of coyote hunting in NYS this Sunday. To do that I have to inform the Sterling Forest management of where I will park... I'll see what happens then.

I've been working steadily in NY and CT (and VA and PA) since the pandemic.  Nobody is pulling over out of state plates in any states in the US, period.  It's all talk to reduce the amount of travel, but nothing is legal about these orders.  That said, as suspected, NJ and CT don't count as out of state to NY for the reasons I mentioned earlier.
