I thought it was illegal to bait or use mineral on public land, but I thought I read on another post about a week ago it is LEGAL. I was thinking of just throwing a small mineral site down if its ok, can someone clarify?

OK on Stateland.  Not Federal.  One park I hunted that had a special season didn't allow it, but then changed to the State regs.  If it's a park, I'd check with the office to make sure...even though I got different answers from different people at the park I hunted.

Welcome to the site, Modern.  The word "public" isn't the same all over the state.  We have public lands owned by towns, counties, land trusts, the federal government, and the state.  The state breaks their public lands in either the Division of Fish & Wildlife's Wildlife Management Areas (WMAs) or State Parks & Forestry lands.  Each type of public land can carry different rules.  For example, you can archery hunt on Sundays on private lands or WMA lands only.  All other public lands are closed that day, including State Parks.  As others mentioned, no baiting on any federal grounds, and some towns/counties/land trusts may have their own rules around baiting.
