That is debatable, the regulations state the “taking” of shad in water bodies other than the Delaware River is prohibited.

I think that the issue is with 'harvesting' == taking.

If you hook one (accidentally, of course :lookaround:) but release it after landing it then no harm no foul?

Only the Delaware is open for Shad fishing. The tributaries are closed.

The issue is that F&G need reports of shad hooked accidentally - this confirms their presence - especially with a photo.

Insisting on punishing those anglers who do report will have obvious and not necessarily positive results.
