Raising Birds?

I'm not sure, but contact the Division.  Predators and disease will most likely take a huge toll on pen raised birds until you get the hang of it.  I know a few folks that tried and all gave up after year 1.  Keeping a pen full of birds you buy elsewhere for dog training is far easier.  But raising them yourself from eggs is not as easy as it sounds.  Building a holding pen is not tough, but larger flight pens and incubator facilities to hatch them out can cost a lot.

I don't know of any permits required.  You can buy them from a variety of game farms that raise birds.  Whenever I'm training a new dog, I buy quail and chukars and keep them in a small pen at my buddy's that we built long ago just for that purpose of training.  You can train on certain areas of certain WMAs and there is a link to dog training on them here:  http://www.state.nj.us/dep/fgw/dogtrain.htm
