If the deer stop was on the other side of the lock and acted as a loop diameter restriction stop, so that the snare could not open more then 4" It would be legal for mink and muskrat only. Smallest dia. cable allowed for use on Fox, coon ,coyote etc. is 5/64. Plus you would also need the 12" loop dia. restriction stop.
