Desperation.
What they should have done, when the truck/tracks were first discovered, head on over to Nevada or Arizona and ask for help from a few of the outfitters that specialize in lion hunting (CA doesn't allow that kind of barbarism). If he was in the area, those hounds would have found him in short order.
