Posting video from your phone

Can you post video from your phone? It says it's disabled but there's no option to turn it on?

I need to check that out. I was using YouTube before for members to upload to but YouTube discontinued the method to do it. I'll look at it tonight when I'm on a computer.

I've tried to post 10 second video camera clips from my computer and it says that I can not post that type of file.
