Isn't a resident permit needed first to have reciprocity in other states?

Yes, but here's the rub, since we can't get CCW's in NJ as residents because of the unconstitutional "justifiable need" clause means even if this passes, we still can't carry, as I think this bill would make non resident CCW redundant.

The way that the Reciprocity act is worded if your state restricts you from getting a concealed permit then a non-resident permit is justified to carry in your state.

 

makes no difference, NJ,CT,NY and CA have said if it passes they will challenge the legality and sue. So don't hold your breath that the bill will even see the light of day, let alone be voted on.

They sued ObamaCare--something I think is clearly unconstitutional--so I'd like to see them sue fighting something that could be construed as very constitutional.

Not today.

 

I have non-resident in three states that is reciprocal in about 30-or-so other states.  Interestingly, prior to going constitutional carry, NH changed their laws to require a permit in your home state before getting a non-resident permit.  It was challenged and ruled unconstitutional (NH state).  The reason was because it mean that NH laws were dependent on other state laws.  Most states hate that.
