Hard to tell from that angle, but if you just saw it in NJ, it's 95% immi bald.

Its an eagle but too brown IMO for Bald, although this just maybe the lighting. I also don't see the white rump characteristic for Golden but the branch almost covers it.  Maybe Golden?  but I just talked myself out of it. Juvenile Bald Eagle

No.  They migrate through NJ in November.
