Bear bait

You can chain and lock a dryer drum (commercial size is best) to a tree. Cover the opening with a piece of plywood and put a large rock on it. Nothing can move the rock to get the bait except a bear. Chain and lock will pretty much keep it where you put it. Holes in drum allow scent to spread. Check laundrymats and scrap yards and junk piles for drums. This is popular in Canada. Just saying....

This sounds like an effective method Bob.   Sadly rgw is correct, too many people here are lazy selfish slobs.
