Remember that it's just a 3 month old pup, they are going to be mouthy for a while. 

 

I always train my dogs using hand signals as well.  Some of them take to them more easily than others.  Sit. Stay. Come. Stop.  Down. Left. Right.  Those are the basics for my pups.

 

You can start working on having the dog heel both on leash and off leash as well.  Some trainers refuse to leash their dogs at all for the first 6-8 months. Personally, I don't dig on that.  I like them to feel comfortable with a leash from the beginning.      

 

Treat loud or unusual noises just like they were anything else.  If you react to the noise, become upset by the noise, console her when she seems nervous, etc, then she'll learn that the noise was a bad thing and that she can seek comfort from you when she hears it.

I have a 4month old lab and am going through some of the same things/issues you are. She tends to nip the kids when they are playing, she has stopped nipping me because i make it unpleasant when she does. I either grab her muzzle, stomp on the floor our yell and she gets the message. i try and tell the kids that they cant be rewarding her with pleasant attention when she nips, they, if anything need to ignore her. As for the noises my dog is very skiddish, When i walk her and a car starts she gets afraid along with a list of other noises. From what i have read she is very young and as she grows this will pass. It is important not to force her to do things when they are freaking out, just comfort them. My dogs main issue now is jumping on people, she is about 35lbs and will knock a kid down. Good luck training your dog and have fun.

I usually grab the pup's muzzle and slightly roll the lip over the teeth so that when they bite down, they're biting down on themselves.  They learn pretty quickly that this is unpleasant.  I wouldn't try to startle a puppy in order to correct it from doing something.  A simple touch to the neck and abrupt noise (like Caesar Milan uses) is all the correction they need

 

Like I mentioned above, pups, are just mouthy, that's the way it is.  Remember that dog's don't have hands.  They use their mouths for everything.  So the way a toddler runs around the house touching and grabbing everything is exactly they way a puppy is using it's mouth

 

I would also not ever comfort a fearful dog.  It just reinforces the fear of the sound/place/event/person and lets them know that the fear they are having is justified.
