It's legal as long as your not reselling for profit.  Example I can buy 25 pounds of powder to save money with friends, keep what I need and sell the remainder for what I paid to recover my expenditure.

That's what everyone is telling me. I'm in Clifton 3 pks of 24 make an offer I doubt I'll break even.
